El documento debate en torno a las características asociadas a la adolescencia, poniendo en tensión las visiones negativas que se le adjudican a esta etapa, con otras positivas basadas en la perspectiva desarrollo integral.
Para ello establecen los elementos esenciales de la visión positiva que tienen que ver con la valoración de los adolescentes, la inclusión de sus necesidades respecto a la participación y el reconocimiento de las carencias materiales en las que viven. Se analizan las condiciones de salud, educación, violencia y protección para la población adolescente en la región. Los principales obstáculos para el desarrollo positivo adolescente son: las condiciones de pobreza y exclusión, la estigmatización y los mensajes negativos y la falta de inversión dirigida a este grupo.El documento concluye que para lograr el desarrollo positivo adolescente, es necesario abordar de manera integral, sus necesidades y aspiraciones desde los diferentes entornos en los que ellos se desenvuelven.
Public policy issues. Positive development of adolescents
The document debates around the associated characteristics of adolescence, putting in focus the negative visions that are made at this phase, with other positive ones based on the perspective of integral development. Establishing the essential elements of the positive vision that have to be seen by the appraisal of the adolescents, the inclusion of their needs with respect to the participation and the recognition of the needs that they are lacing in order to live.
Conditions are analyzed regarding health, education, violence and protection for the adolescent population in the region. The main obstacles for the positive development of adolescents are: conditions of poverty and exclusion, stigmatization and negative messages and the lack of investment directed to this group. The document concludes that to achieve positive development of adolescents, it is necessary to undertake in an integral way, their needs and aspirations from the different surroundings that unfold to them.
